As countries are developing, they will definitely require more land. Hence the government may need to take away rural areas which will mean there is heavy migrations of people who are living in there areas. If the government continues to take away these areas for urban development, those people will become squatters around these urban settlements therefore causing overcrowding on streets, more pollution and maybe even traffic problems.
