Process of filing FIR is prescribed in Section 154 of Criminal Procedure Code of 1973.  

Commission of a cognizable offence is given orally and the police must write it down.

Information or making complaint to demand that information recorded by police is read over to you.

It’s a complaint lodged by victim of cognizable offense or someone on their behalf and sets the process of criminal justice in motion.
