In the presence of a stronger alkali, the reaction will be a neutralization reaction with a strong base and a weak acid.

In such reactions, a strong base and weak acid react to form the conjugate base for the weak acid and the conjugate acid for the weak base. The conjugate acid formed is very weak and less acidic than water, while the conjugate base is a strong base.

When we balance the ion equation of such a reaction we can clearly see the presence of free OH- ions which makes the solution basic.
