Yes .process of village is not possible without panchayati Raj. Because it is a form of government in which each village would be responsible for it's own affairs. If panchayati raj is not there the people of every village will do anything which is right or wrong. Many quarals will take place among the people. There will be no guidance for the people. And So the village people does what they want.So much discrimination takes place. The village should suffer due to lack of facilities. The children should also suffer in many ways. The village will not develop. If village won't develop the state will not develop. Automatically the country will not develop.
