1) Prevention: It creates institutions which can provide safety, reduce, and prevent the chances of casualties and losses at the time of disaster.  

2) Preparedness: It is the duty of institutions and the government to stay on alert and be ready always.

3) Response: Both NGOs and government help provide relief to the victims of a disaster. However, again the government plays the key role in prepping up.

4) Rehabilitation: Both NGOs and government help rehabilitate the victims.
