A poor conductor is a material having loss tangent much less than 1, such that it behaves in most respects as an ideal dielectric except that ohmic loss may not be negligible.

Properties of poor conductor are :-
- it have low melting point.
- it is generally a non-metal
- the conductivity is low, yet sufficient to exhibit significant loss.
- as being a poor conductor so it don't have much thickness.
- Eg - Wood , Stone , Salt etc.
