2) Also, government can make necessary for the local public representative to give the fund by themselves and repeat them after certain time to confirm with the sign of beneficiaries

3)Government can make sure money transfer through giving them the bank chaque.

4) They can also make the money directly transfer to one of the beneficiaries bank account.

5) The one way to do that is to give the money through issuance of special banks cards to beneficiaries through which they can withdraw money from any government bank.and that card should be give them through posting services.
