The statement is correct . Pro social behaviour is expressed when the situation activates certain social norms . This behaviour is not expressed in normal confusions . It is only when the society applies norms that th He behaviors arrise.

Pro-social behaviour is a positive valued behaviour which is made by one person towards another without any external pressure or any expectation of a return or a reward. Basically, humans are social animals.

So if there is a situation where certain social norms say for example helping others becomes a normal expectation then in such cases pro-social behaviour is also witnessed more in the country.

It is based on the general norms of social responsibility where people are expected to help each other.
