Protoplasm is a term coined for living parts of the cell ie. cytoplasm and nucleus. Cell Membrane is also a living membrane of the cell.Then why is it not included in protoplasm?

The proper definition of protoplasm is "the living content of the cell that is surrounded by cell or plasma membrane". Cell membrane is not a part of protoplasm, it is used to define the area covered by protoplasm.
