If a line touches the circle at a single point, it could not touch two lines, otherwise you would form an arc which could also be very small. A tangent could only touch one of the points, but once again the other point could be very close to the line. So,we can say that radius drawn to tangent through point of contact is the shortest distance.Hence it is perpendicular.
