I think it is not possible, see the picture attached.
In the pic, I have used the property of Tangents to a circle.
Here, the angle bisectors have been found out using the above stated property, and that's why all the angle bisectors intersect at one common point, which is the centre of its incircle, thus no quadrilateral is formed.
