Draw a circle with center 0. Let the external point from which 2 tangents will be drawn be P. Let PA and PB be the tangents. In triangle PAO and triangle PBO. PO = PO. angle PAO = angle PBO = 90°. OA = OB = Radius. so triangle PAO is congruent to triangle PBO by SAS congruence. Therefore, PA = PB by CPCTC
