so by applying the the formula
a1/a2=1/3=b1/b2=-3/-9=c1/c2=-3/-2
=) 1/3=1/3but no equal to 3/2
SO, a1/a2=b1/b2 but not equal to c1/c2
therefore they are inconsistent,parallel lines
