I think the question is wrong. It should be 1/x-1.

You know that (1/x) can  be written as x–1

Here the power of x is not a whole number hence it is not a polynomial

Similarly, in 1/(x - 1) is written as (x - 1)–1  

Therefore this will also be not a polynomial.
