This is because keeping oneself clean is of no use if not done in a civilized manner. Our personal hygiene won't last long if we don't keep our surroundings clean.
Along with using a personal space we also use the public surroundings or transport. If we don't keep those Public surroundings clean it will certainly affect our personal hygiene in one way or the other.
