yes it should be because public is behaving very badly with animals but there is no mistakes of animal even we should have to complain against them. this things are not correct please take action against them.

Yes i also think that it should be banned because like us they are also a living things and those people who did it they also think that if in case of that particular animal if they were there how they would feel. Because animals also get hurt.
