By default, punishment only decreases behavior. It cannot cause an increase in a specific behavior. Translated, this means that we can not teach a new skill using punishment procedures.
That said, the development of skills is best encouraged through the use of reinforcement. Appropriate/accurate responding can be encouraged through rewards (e.g., praise).
In order to use aversive stimuli in this process, one would need to constantly object an individual to something they did not like, which as other users have said, would be a horrible learning environment.
