Compared to any cell, pure water is hypotonic. In hypotonic solution there is less number of solute particles and more water. thus, it generates less osmotic pressure. That's why pure water is hypotonic. while other cells can be hpotonic in which cells is rigid and fully packed as the concentration of solution is more than solute particles, while some of the cells are hypertonic in which solute particles are more the the solution which shrinks the cell and makes it flaccid. While in isotonic the concentration of both solute and solution remains.
Hope it helps.
