pure water is not a good conductor of electricity because there are no impurities,on the other hand salt water is a conductor of electricity because of the ions present in it but water itself is not a conductor of electricity but sometimes because of the minerals i.e. metallic solids which is already present in water can make water as a good conductor of electricity.
