The cash-and-carry policy allows the sale of arms to nations at war but only for cash.
The United States agrees to trade old destroyers for military bases in British territory.
The Lend-Lease Act allows Britain to buy arms from the United States on credit.
The Japanese air force attacks the US army base at Pearl Harbor.
The United States declares war on Japan.
Explanation:
- Cash and carry was declared at a joint session of the United States Convention held on 21 September 1939, following the "outbreak of war" in Europe by President Franklin Delano Roosevelt. The CIA substituted for the 1937 Neutrality Act which allowed the combatants, provided that the recipient paid immediately in cash and agreed to take any risk in transport using their own vessels, to buy only non-military goods from the US. The reform of the "Cash and Carry" scheme requires military weapons to be sold to combatants on the same cash basis.
- The US agreed to trade "old destroyers" for "military bases" in Britain territory on 2nd September 1940 . A destroyer-for-basis arrangement was signed on 2 September 1940 between the United States and the UK, whereby 50 Wickes, Clemson, & Caldwell, destroyers of the US. Navy were transferred to the Royal Navy, in return for land ownership of British lands.
- President Roosevelt was granted practically unrestricted authority to direct material aid in Europe like tanks, ammunition, trucks, aircraft, trucks & food to the war effort by the Lend-Lease Act , which was passed by Congress in March 1941, without compromising the official neutral status of the government. The additional bill added nearly $13 billion in available assistance. The aim of this assistance was to help defend nations which were considered vital to US security. President Roosevelt, who supported U.S. involvement in WWII, argued that this would provide indirect assistance to the Allies without involving the U.S. in a war that did not exist.
- The assault on Pearl Harbour was a spectacular military action against the naval base in "Honolulu", Hawaiian territory, on Sunday morning 7th December 1941 by the "Imperial Japanese Navy Air Service" against the US (a nation which at the time was neutral). The assault resulted in the official participation of the United States in WWII the next day. The assault has been named by Japanese military leaders as "Hawaiian Operation" & "Operation AI", & "Operation Z". Japan wanted to strike as a defensive measure to avoid the US Pacific Fleet from intervening with its proposed military action against the U.S.
