I think its 4th one because solids have the least activity and liquid the most. That's in my opinion but all the best

The solids are the made of particles which are strongly packed together so that the atoms cannot move freely. The liquids are the fluids in which the particles are loosely connected which lets it flow. The gases are the matter in which the atoms are free to move anywhere. Plasma too is like gases but is electrically conductive and responds strongly to electromagnetic forces.
