Here is your answer

697 = 23 * 29 * 697

Therefore there can be 23 bags with 29 apples each.

You can put 29 apples in each bag and you will gat 23 bags which will have equal amount of apples and all the 667 apples will be given to the neigbours as 23*29=667.
