Because whenever there is a transfer of energy from one trophic Level to the other, there is some loss of energy to release of heat energy due to metabolic activities .however greater amount of energy is available at producers level than at the primary consumers (herbivores) level which is more than the energy available at secondary consumers (carnivores) level.
