Even though Belgium prepared a complicated model, but it turned out to be a successful one. Amended four times the arrangement is successful as:

1.  The Belgian leaders understood that there were regional as well as cultural differences.

2.  The Belgian model suggested that the number of Dutch and French-speaking ministers should be equal in the central government.  This will not give majority to any one of them.

3.  Many powers of the central government had been given to state governments of the two regions of the country. State government was not answerable to the central government.

4. Brussels also had a separate government with equal representatives of both dutch and french.  

5.  There was a 'community government' belonging to one language community of Dutch, French and German-speaking regardless of the regions they lived.

6.  This model helped to avoid local conflict between the two major communities and separation of the country on the grounds of languages.
