There are three main reasons for opposition of building mega dams.
Environmental reason:flora and fauna of that place gets affected.
Social reason:a large number of people are shifted.
Economic reason:dams require a large sum of money.

Roles of decomposers:::They eat up the dead remains of plants and animals.They fix nitrogen in soil from air in some cases.they extract nutrients from the dead remains.

Answer of 2nd question depends on your region.
Depletion of ozone layer is a concern because if their will be no ozone the UV rays will enter which will kill every living being.
