2)yes it's because the force acting on your leg is backwards to move your body forwards but nothing can move without friction (other wise it slips.as friction between water and boat is less but between u and boat is more as boat acts with u as a system creating an equal and opposite force on water
3)yes air moves from higher pressure to lower pressure as a result inside balloon pressure is more as a result when inflated it will move out wards to balance the entire state an equal force and momentum is done on the balloon to conserve total energy by Newton's 3 Rd law
