Ideally, you should help the neighbour because misplacing a compass box is not uncommon and also, helping others is a good character trait. However, since an examination is going on, your act of helping can be misunderstood by the invigilator as cheating. It is important to remember that the person you want to help and that you yourself do not face undesirable situations.
So, it is best to ask the invigilator for permission first and only then go ahead and share your compass box. That way the neighbour can be helped without either of you getting into any sort of trouble.
