Here , PL and PM are the tangents of the Circle.

Therefore, OQ is perpendicular to PL
and, OR is perpendicular to PM

Now, In ∆OQS,
OQ = OS
Angle OQS = Angle OSQ = 40°

Now, In ∆OSR,
OS = OR
Angle ORS = Angle OSR = 30°

Therefore,
Angle OSQ + Angle OSR = 40° + 30° = 70°
