Clorobenzene is less reactuve toward electrophilic substitution because

1). The bond between benzene ring and chlorine acquires partial double bond character due to resonance due to which the iys become difficult to break the C-Cl bond.

2). The Carbon attached to chlorine is sp2 hybridised so its electronegativity increases and it holds the shared pair of electron more tightly.

3). Also due to the substitution reaction, a phenol carbocation is formed which is unstable.

4). Also the reaction is difficult because of the repulsion between nucleophile and the pi electrons of benzene ring
