This is because, you are moving in forward direction. so, you are having inertia of motion in that direction. Now if the vehicle suddenly stops then, your lower body will come immediately into state of rest but the upper body which is possessing inertia of motion, tends to move in the forward direction. so, this will create a imbalance and you will tend to fall forward whenever breaks are applied..
