state was being advocated with the divine right of the King as an absolute power. Hobbes advocated a
different type of absolutism. He agreed with the idea that peace and stability attained only through the
creation of a strong central government, but it with caution. Men had the right to choose a sovereign in
accordance with the will of the majority and obedience to the sovereign was obligatory until the proved
impotent in enforcing peace and defending the state.
