Medium A will have max velocity of light as less  refraction implies less density of the medium which in turn means that the velocity will be more in the medium. Please check answer to be sure.

Thank you.

From Snell’s law

n = sin i /sin r = c/v

Since c and sin i are constant therefore sin r is directly proportional to v

Therefore velocity of light is maximum in medium C.
