1. Metallic character is essentially how easy an atom gives away an electron to become a cation ( which metals do) . Going down a group, the atomic radius increase as well.

Therefore, going down a group, since less energy is required to remove an electron, it becomes “easier”, and metallic character increase.

2. Moving from left to right in a period, metallic character decreases and non-metallic character increases. ...
