Q--if agriculture and commerce are state subjects, why do we have minister of agriculture in commerce in the union cabinet?

Agriculture and Commerce are of utmost importance to the Union Government. Hence they have established the respective ministries in order to provide assistance to states in implementing the laws made by them. It also acts a supervisor so as to track the required performance on these subjects.
