Three administrative measures of Muhammad - bin Tughlaq that failed were:
1. Transfer of capital from Delhi to daulatabad. He ordered the entire population of Delhi to shift to daulatabad. But, the people of Delhi were not happy with this move. A Large number of people died on the way.
2. Rising of the taxation in Doab. Mohammed bin Tughlaq not only tried to raise the rate of taxation in Doab but also revived and levied some additional taxes. The farmers therefore could not pay tax relief measures and hence agriculture suffered adversely and poor peasants abandoned their land and shifted to other places.
3. Changing the currency. Tughlaq said the value of gold and copper coins will be the same. But, the people were very smart. This cheap currency could also be counterfeited easily. So, people started minting coins at their homes and saved their gold and silver coins.

Muhammad Tughluq's administrative measures were a failure, we can prove this statement with the following points:
1. He campaigned into Kashmir which was a disaster. He then gave up his plans to invade Transoxiana and disbanded his large army.
2. His administrative measures created problems. He shifted the residents of the old city to the new capital of Daulatabad in the south. People did not like this step taken by Muhammad Tughluq. They resented collectively.
3. Tughluq, in order to meet the expense of maintaining a large number of soldiers, levied additional taxes which increased the burden of common people.
