this is because properties of soil changes from place to place , some soil are rich in a particular nutrient while being deficient in another , to overcome a particular type of deficiency , a particular type of fertilizer is used , there are also 1000 of other types of other fertilizers that give soil the property it needs , while manure is only used to fertilizer the soil and increase it's water absorption capacity , that's why fertilizers are used more than manures though manures are more beneficial for soil
