First of all the education comes under the concurrent list. Which is of common interest for both union and state government. And both of them have the power to make laws on the subject's allotted to them. So, in case there is a conflict, the decision taken by the union government will prevail or will come into rule.
So if the union and state government fight.... whatever the union government wants will be done. Here the unikn government will change the textbook. But if both comes to a compromise them the textbook published by state government will be there or they might make a new one.
Hope this helps you

the state government is not need to take the permission of union government for launching the new books for Sikkim but in case the central government interfere and says that you need to change the books or there is any conflict relating to the education system then the union government decision will prevail because education comes under concurrent list please mark as brainliest I tried my best to help you my friend
