Q. What does this two statemet mean?

1) There are two tetrahedral site for each sphere.

Meaning :- If the number of octahedral sites are half as there are two tetrahedral sites. These tetrahedral site is formed by four lattice atoms which means arrangement of atoms into a crystal structure.

2) There is one octahedral site for each sphere.

Meaning :- We know that we know that there is one octahedral site for each sphere as the number of octahedral sites are half as there are two tetrahedral sites.
