The following are the major proposals of the Vienna Congress:

1. The Bourbon regime that had been impeached during the French Revolution was restored to government and the territories annexed by France were lost.  

2. To prevent any territorial expansion of France in future, new states were established on the boundaries of France. The instance of this can be seen in the establishment of the kingdom of the Netherlands in the North and in South Genoa was united to Piedmont.

3. New territories were given to Prussia on its Western frontiers and the control of Northern Italy was given to Austria.

4. The German Confederation that was established by Napoleon was left untouched.
