there is not a single person or a group ,himachal pradesh, government proposes to utilse Beas water allocated to Himachal Pradesh under the Interstate agreement reached beween the Govt. of Punjab & Govt. of Himachal Pradesh on 4/8/1983 regarding construction of Shah Nehar Barrage

yes there is no particular person or group involved in making shah nehar in punjab... it was a agreement between the government of punjab and government of himachal pradesh in 1983....
