Different persons have different developmental goals. What may be development for one may not be development for the other. It may even be destructive for the other.
For example: a girl expects more freedom and opportunity as her brother.
A farmer prefer more irrigation facilities.
A boy would want a luxurious car or bike.
An unemployed person would want a job.
