Pure water(or Distilled water) is bad conductor of electricity because it contains no impurities(like salt impurities) and impurities are the reason for formation of ions in order to conduct heat and electricity. Since there is absence of these impurities, the pure water act as electrically neutral fluid and becomes an thermal and electrical insulator.
