Explanation:

As we know that for skating there is some friction. Without friction, we can not do the skating. We require minimum friction so that skates does not slide.

Friction depends upon the material and human weight. But, in this case human is same for all cases, only difference is the type of surface.

Skaters are the rollers. Friction must counteract the rolling friction between surface and rollers.

From all the three, cement floor has maximum friction due to tiny grainy type structure.

Without friction skaters get skit which lead to an accident. And also without friction there is no acceleration.

Cement has maximum friction, then marble and at last ice. There is minimum friction in ice.
