A secular country doesn't allow for domination of one country over othe because it relies on the principal of secularity which states that all the relegions should be given equal importance and respect by the state .

No relegions leaders shouldn't be given that power because they can impose some laws which violate the principles of other's relegion .Also maybe the laws can start inter-relegion domination which harm the interests of some particular people of that relegion .
