Q1: You are a business communication teacher in a government commerce college. I would not push them into the format right away.

Instead, I would ask them to imagine a conversation between them and the Deputy District Accounts Officer.

I would then get them to list out the details, under questions like:

Who will you speak to?  

When and where will you meet the official?

How will you greet the official?

How will you introduce yourself?

What is the purpose of your conversation (in a few words)?

What is the problem? Please explain.

What do you expect the official to do?  

How will you thank the official?

Will you give the official a way to get back in touch with you?

Once the students have written down these responses, I will provide them with the format blocks. Their task will be to match the information they wrote, to the blocks given. That will give them an understanding of why each piece of information is important. The next step would be to write a formal letter on their own.
