1)  Ans = III > I > II

reason :  If u'll go through SN1 mechanism, stability of carbocation is priority

therfore 

              carbon attached to 3 rd Cl would be most stable due mesomeric effect of Oxygen atom adjacent to it.

            carbon attached to 1st Cl would be second most stable through hyperconjugation through 6 alpha hydrogen and inductive effect of Methyl group.
 
           carbon attached to 2nd Cl is least stable due to Hyperconjucation through 1 alpha hydrogen and little bit inductive effect.


Here bit of - I effect of Cl group too can be considered but that affect the ans.



2)   Reaction of alcohol with ZnCl2 gives alkyl chloride.

   *   Its Lucas Reagent which is used to distinguish between primary , secondary and tertiary alcohols.

 *   Primary alcohols give no reaction.

*  Secondary alcohols give turbidity after 5-10 mins

* Tertiary alcohols produce turbidity immediately .

ANS =             I > II > III > IV

Reason :  well I think it's due to -I effect of Fluorine
