Rajiv's flat from the top = 25

Rajiv's flat from the bottom = 14

total number of flats  =( 25  + 14 ) - 1

= 39 - 1 = 38

(we subtract 1 from 25 + 14 because the floor in which Rajiv stays is included twice ....said as 25th floor and 14 th floor so it is included twice...)
