The distance on the map is smaller than the corresponding distance on the ground. But the map always bears a definite proportion to the mapped area. The scale indicates the proportion which a distance between two points on a map bears to the distance between the corresponding points on the actual ground. For instance, an actual distance of 5 miles is represented on the map by a distance of 1 inch, the scale is 1" = 5 miles.

Hence, Scale is the ratio between map distance and ground distance :)
