The demands were not fulfilled by 11 March, the letter stated that the Congress would launch a civil disobedience campaign. Irwin was unwilling to negotiate. The Britishers also promised to Indian people to gave participation in law making but they don't have it. So they started non corporations movement. In this movement dalits were denied only the half of the people of other groups were participated in this movement. But after the decline of the khilafhat movement the Muslims were felt alienated from Congress.
