8 raise to the power 2x/3 can be converted to 2 cube multipled by 2x/3

so (2^3)^2x/3 ( in this 3 gets cancelled...which remains you with 2^2x)

for the denominator 27 is 3^3 ,,so 3 gets cancelled again , which remains you with 3^4x..
